Emirates Transport is a government transport company requesting buses to be monitored continuously. So they implemented tracking devices with GPS technology in their buses to provide them with many types of data for bus driving activities. Analyzing, interpreting and making maximum use of these data has become too difficult due to the growth of the amount of data stored in the database. Therefore, in this paper, we developed a Buses Rating Model to identify and extract useful knowledge from these data to improve the fleet management system to be cost-efficient and also environment friendly.We propose two-phases approach, the first phase uses data mining techniques with clustering as unsupervised learning to rate buses. The dataset collected has no predefined classes. It is modeled with 14 attributes. We establish a comparison among five clusterers; Simple means, EM, Farthest First, SiB and Xmeans to find the common bus outliers. Since no driver has a dedicated bus, the second phase of this paper proposed the RFID (Radio Frequency Identification) technology in order to identify the bad drivers with some likelihood. The use of readers and tags could provide some valuable information about driver history. We investigated three systems linking bus, driver and additional information together with the lowest possible cost yielding the design of a driver rating algorithm. We generated recommendations and conclusions.
