In this paper, we introduce a new speed detector that produces accurate speed on the basis of the conversion of vision and radar data. We compare the speed data of inductive loop sensors with that of radars and cameras. Moreover, we propose methods of calculating accurate speed estimate and coordinates based on the conversion of radar data and vision data. A speed enforcement system should be developed according to the government traffic specifications. However, the specifications do not provide analysis intervals and data collection periods and comparisons of reference and measured data are only presented. Thus, we analyze the standard criteria and evaluation metrics. We propose the evaluation methods for the speed enforcement systems based on vision and radar fusion. Detailed analysis by comparing the data of inductive loop sensors, radars, and vision cameras is provided. The results confirm that the radar sensor shows better performance as a speed detector, and the performance can be improved with certain compensation value.
